- Who Pays: While negotiable, the buyer almost always pays this fee. Sometimes it's split 50/50 between buyer and seller, but this must be explicitly agreed upon in the MOU.

DLD Administrative & Registration Fees
These are fixed fees for the administrative process of issuing the Title Deed.
- Cost for properties valued over AED 500,000: AED 4,000 + 5% VAT
- Cost for properties valued under AED 500,000: AED 2,000 + 5% VAT
There are also small, fixed Knowledge and Innovation fees of AED 10 each added to most DLD transactions.
Agency and Professional Service Fees
These fees are paid to the professionals who facilitate the transaction.
Real Estate Agency Commission
This fee compensates the real estate agency for their services in sourcing the property, negotiating the deal, and managing the process.
- Cost: 2% of the purchase price + 5% VAT on the commission amount.
- Note: This is the standard for secondary market properties. For off-plan purchases, the developer typically pays the agent's commission, so the buyer does not have this cost.
Registration Trustee / Conveyancer Fees
To complete the property transfer, the transaction must be processed at a DLD-approved Registration Trustee office. They handle the paperwork and ensure all payments are cleared before the new Title Deed is issued.
- Cost: Approximately AED 4,000 + 5% VAT.
- Note: This fee can vary slightly depending on the trustee office.
Costs for Mortgaged Buyers
If your client is financing their purchase with a mortgage, they will incur additional costs from the bank and the DLD.
Bank Mortgage Arrangement Fee
This is a fee charged by the bank for processing and approving the mortgage.
- Cost: Typically up to 1% of the total loan amount + 5% VAT. Some banks offer promotions with lower or no arrangement fees.
Property Valuation Fee
The bank will require an independent valuation of the property to confirm its market value before approving the loan.
- Cost: Between AED 2,500 and AED 3,500 + 5% VAT.
Mortgage Registration Fee
The DLD charges a fee to register the mortgage against the property's Title Deed.
- Cost: 0.25% of the loan amount + a fixed AED 290 admin fee.

Initial Property Ownership Costs
Once the transfer is complete, there are a few final costs to get the property ready for occupancy.
No Objection Certificate (NOC) Fee
For secondary market properties, the seller must obtain an NOC from the master developer to certify that all service charges and fees are paid. While the seller pays this fee, the buyer's agent must ensure it's completed before the transfer can proceed.
- Cost (Paid by Seller): Typically between AED 500 and AED 5,000, depending on the developer.
Service Charge Deposit

DEWA & District Cooling Deposits
To connect electricity and water, the buyer must open a DEWA account and pay a refundable security deposit.
- DEWA Deposit: AED 2,130 for an apartment or AED 4,130 for a villa.
- District Cooling Deposit: If applicable, a separate deposit is required for providers like Empower or Emicool, which varies by property size.
How Costs Differ for Off-Plan Property
While many costs are similar, buying directly from a developer has a few key differences:
- No Agency Commission: The buyer does not pay the 2% commission.
- DLD Fee Offers: Developers sometimes offer to pay the 4% DLD fee as part of a promotion.
